Microsoft rebuilt the PC control surface into two columns: a fixed sidebar of eleven categories on the left, and pages of grouped cards on the right. How Windows organises Settings
The eleven top-level entries read like a map of responsibilities rather than a map of hardware. System, Bluetooth & devices, Network & internet and Personalization sit near the top because they cover what people change most, while Accounts, Time & language, Gaming, Accessibility, Privacy & security and Windows Update trail behind as periodic housekeeping. Apps holds Installed apps, Default apps and Startup together in one place instead of scattering them across the tree. The grouping tells you Microsoft decided an alphabetical control panel behaved like a filing cabinet, and that most people would rather browse by intent than by component name.
Depth is where this system differs from a phone. Five levels is unusual, and the reason is that a category such as System carries ten children of its own, from Display and Sound through Storage, Multitasking and Remote Desktop, each of which can open further pages. Because the interface is not open source, the layout here is reconstructed from the shipping product.
